Les confins nordiques de la Province de Québec, selon l’Acte constitutionnel de 1774
Une théorie veut que la partie du territoire du Québec située entre le Nouveau-Québec et la ligne de partage des eaux séparant les bassins de la baie d'Hudson et du Saint-Laurent ait appartenu à la Compagnie de la Baie d'Hudson au moment de l'adoption de l'Acte de Québec en 1774 et qu'elle ait été ajoutée au Québec en 1898, mais seulement à titre de province canadienne; il en résulterait qu'advenant la sécession du Québec, ce dernier devrait abandonner toute prétention à ce territoire. Le présent texte a pour objectif de démontrer, à la lumière du règlement d'un litige se rapportant à la frontière septentrionale de l'Ontario au siècle dernier, que le territoire en question faisait plutôt partie de la Province de Québec à la suite de la délimitation prévue à l'Acte de Québec.A theory has it that the part of Québec's territory situated between New Québec and the height of land between the Hudson Bay and the St. Lawrence River basins belonged to the Hudson's Bay Company when the Québec Act was adopted in 1774 and that it was not added to Québec until 1898, and then only as a province of Canada. As a consequence, in the event of secession, Québec would relinquish any claim to this part of its present territory. The purpose of this paper is to demonstrate, in light of the settlement of a dispute relating to the northern boundary of Ontario in the XIXth century, that the area in question was really part of the Province of Québec under the terms of delimitation of the Québec Act
The Library and Its Place in Cultural Memory: The Grande Bibliothèque du Québec in the Construction of Social and Cultural Identity
The province of Québec, the sole province in Canada where the citizens are a French-language majority, is also the only province with its own national library. The Bibliothèque nationale du Québec and other significant libraries around the world collect and preserve memory in ways that create a context for cultural recall. The first part of this article traces the heated debates that took place in the late nineteenth and early twentieth centuries over the creation of a public or municipal library in Montréal. The second part traces the events leading to the development of the Bibliothèque nationale du Québec and its subsequent merger in 2005 with the Bibliothèque municipale de Montréal to form the Grande Bibliothèque, or the new national library of Québec. The stages of evolution of the Bibliothèque nationale/Grande Bibliothèque, in parallel with the development of public libraries in Québec, can be viewed as a reflection of the evolution and metamorphosis of society and cultural memory in Québec throughout the nineteenth and twentieth centuries to the present

Dans son processus visant à évaluer la pertinence d'une éventuelle Cour suprême du Québec, le législateur québécois peut s'inspirer de différents modèles et de diverses expériences, dans l'ensemble du monde occidental. Cependant, l'exemple le plus près de notre réalité s'avère sans aucun doute celui de l'Ontario, province aux prises avec le même type de problèmes que le Québec.In its efforts to assess the relevance of a possible Québec Supreme Court, the Québec legislator may receive inspiration from various models and experiences taken from western nations. Nonetheless, the closest example to our reality is doubtlessly that of Ontario, a province having to cope with the same problems as does Québec
Une Constitution du Québec
Si l’idée de doter le Québec de sa propre constitution semble avoir été promue dès 1858 par Joseph-Charles Taché qui proposa l’adoption pour chaque province « d’une constitution écrite, comportant pour la législature l’obligation d’y obéir sous peine de voir ses actes frappés de nullité par un tribunal créé ad hoc »1, la province de Québec entre dans le « Dominion » du Canada sans être dotée de sa propre constitution
Identité et rétention chez les anglophones de Québec : un changement générationnel
Depuis 1970, le déclin démographique du Québec anglais s’explique principalement par l’émigration hors Québec. Comment expliquer les migrations des Anglo-Québécois ? Les recherches antérieures se sont principalement penchées sur l’« exode » et sur les Anglo-Montréalais. Cet article vise plutôt à mieux comprendre ce qui retient les anglophones de la ville de Québec dans la province. L’analyse typologique de 18 entrevues qualitatives mène à la conclusion suivante : même si d’autres facteurs expliquent ce qui retient les anglophones de Québec, l’identité est au coeur de l’explication de leur rétention. Une étude générationnelle a permis d’observer les changements migratoires et identitaires s’opérant au sein de la communauté anglophone de Québec.Since 1970, the demographic decline of Québec Anglophones has mainly been due to emigration outside of Québec. How are the migrations of Anglo-Québecers to be explained ? Past research has mainly focused on the “exodus” and on Anglo-Montrealers. This paper instead aims to build a better understanding what keeps Québec City’s Anglophones in the Province. The typological analysis of 18 qualitative interviews leads to the following conclusion : although there are other factors explaining what retains the Anglophones of Québec City, identity is at the core of what accounts for their retention. A generational study has enabled us to study the changes linked to identity and migration within the Anglophone community of Québec City
Meeting of Minds: North American Travel Writers and Government Tourist Publicity in Quebec, 1920-1955
As the writings of American, English Canadian, and French Quebec travel writers
between 1920 and 1955 make clear, each group had its own distinctive image of Quebec
and its own reasons for finding the province an attractive destination. In turn, the
Quebec government, in marketing the province, presented an image of Quebec that
would essentially match the tastes of American travellers, who expected to see a
rural, simpler lifestyle evocative of French seventeenth-century settlement. By the
1940s, however, the Quebec government was beginning to modify its traditional representation
of the province. The quaintness of Quebec’s society was still seen as a
lure, but travel advertisements now also affirmed the province’s contemporary
sophistication.Il ressort clairement des textes des rédacteurs touristiques américains, canadiens
anglais et québécois français de 1920 à 1955 que chacun de ces groupes voyait le
Québec à sa propre façon et avait ses propres raisons pour y voir une destination
attrayante. En moussant la province, le gouvernement du QuĂ©bec prĂ©sentait quant Ă
lui une image du Québec qui correspondait essentiellement aux goûts des voyageurs
américains, qui s’attendaient à y observer un mode de vie rural plus simple évocateur
des colonies françaises du XVIIe siècle. Mais dans les années 1940, le gouvernement
du Québec a commencé à modifier le portrait traditionnel qu’il dépeignait de la
province. Le cachet pittoresque de la société québécoise servait toujours d’appât,
mais les publicités de voyage affirmaient dorénavant le caractère contemporain de
la province
Les villes anglophones au Québec. Does it matter that they have almost disappeared ?
L’objectif du prĂ©sent article est d’analyser l’importance de l’existence des municipalitĂ©s Ă majoritĂ© anglophone, tant pour les anglophones du QuĂ©bec que pour l’ensemble de la province. Les questions fondamentales qui sous-tendent cet article sont les suivantes : quel Ă©tait le rĂ´le de la question linguistique dans le processus des fusions municipales ayant eu lieu rĂ©cemment au QuĂ©bec, particulièrement celles qui ont menĂ© Ă la crĂ©ation de la nouvelle Ville de MontrĂ©al ? quelles consĂ©quences ces fusions entraĂ®neront-elles sur la vie des anglophones du QuĂ©bec ?This article aims to analyse the importance of the existence of municipalities with an English-speaking majority, both for QuĂ©bec’s English-speaking population and for the province as whole. The following fundamental questions underlie this article : What was the role of the language issue in the process of municipal mergers recently implemented in QuĂ©bec, particularly as regards the mergers that led to the creation of the new city of MontrĂ©al ? What will be the impacts of these mergers on the lives of anglophones in QuĂ©becÂ
